Service Information
One of the goals of the Mahoning County Sanitary Engineering Department is to provide the highest quality of service. So if you have a problem with the sewer service at your home or place of business we want to know right away.
It's important that you contact the Mahoning County Sanitary Engineering Department first before taking action on your own.
MCSE service personnel are on duty 24 hours a day 7 days a week to respond to your problem. Department personnel will come out to your home or place of business, inspect your system and determine the nature of the malfunction.
If the problem involves a part of the system that is your responsibility, MCSE personnel will advise you as to what steps need to be taken to effect repairs. If the problem involves a part of the system that is MCSE's responsibility, maintenance personnel will initiate the repair process immediately.
In addition to responding to specific problems within the system, MCSE service personnel also visit neighborhoods on a regular basis to undertake routine maintenance of the system.
Visits are scheduled in advance, and we typically give customers two to three days notice. You'll find a green card on your doorknob similar to the one pictured here, telling you that we'll be in your vicinity soon.
All MCSE employees now carry photo identification cards. If you have any question as to whether someone you see working in your neighborhood is employed by the Mahoning County Sanitary Engineering Department, feel free to ask to see his or her ID card.
The responsibility for repairs and maintenance to your system depends on the location of the problem:
- The property owner is responsible for repairs to the property's internal plumbing system and the lateral sewer line that connects it to the main sewer lines. The lateral sewer line extends from the main sanitary line to the structure.
- The Mahoning County Sanitary Engineering Department is responsible for maintenance repairs and replacement of the main sanitary line.

Contact the Sanitary Engineering Department @ 330.793.5514 for details on connecting to the sanitary sewer for homes, multi family dwellings, commercial or manufacturing structures.
Verify sanitary sewer is available to your property and approved for connection. In some cases, the sanitary sewer may not be located in a normal and accessible location. This may require additional steps to connect. Should this be the case, you will be instructed on special requirements for connecting to the sewer.
Obtain the cost of the permit for your connection. The cost is based on the type of construction, i.e. residential, multi family, commercial or manufacturing.
The base permit fee for a Single Family Dwelling is $ 1,300.00.
If your property is being served by an on-site system, prior to the sanitary sewer permit being issued, a clear water permit must be obtained from the Mahoning County General Health District. There is a nominal fee for this permit. Contact the Health Department @ 330.270.2855.
For new construction, a zoning permit from the township, village or city where the property is located is required before a sanitary sewer permit is issued. If your community does not have zoning a set of building plans must be provided to us. All Commercial construction is required to provide our office a set of building plans for review.
* Note - A building permit can not be issued without a sewer permit.
The sanitary sewer permit fee may be paid in person or through the Excavator / Contractor. In general, the permit fee may not be placed on the Real Estate Property tax listing. There are exceptions for those who qualify as a financial hardship.
A sanitary sewer permit will only be issued to an excavator/contractor posting a Sewer Builders Bond with the Mahoning County Sanitary Engineering Department. A complete list is available upon request. To insure you receive a reasonable price for the work, the department recommends you contact more than one excavator/contractor for a quote.
Following these steps will insure a prompt issuance of your sanitary sewer permit.

Verify water is available to your property and approved for connection. In some cases, the water lines may not be located in a normal and accessible location. This may require additional steps to connect. Should this be the case, you will be instructed on special requirements for connecting.
Obtain the cost of the permit for your connection. The cost is based on the size of the water line connection i.e. 1", 2" up to 8". Fire Lines, taps over 1" and commercial buildings have special charges and additional requirements. Backflow preventor's are required for all commercial applications. This office is only responsible for making the connection at the main line. We also provide the meter to be installed by your plumber / contractor.
The base permit fee for a typical 1" tap- Single Family Dwelling-is $1,500.00
For all new water permits proof of a sanitary sewer connection is required first. In the event the building has a Septic System, a Board of Health inspection will be required. The inspection cost is nominal and paid by the homeowner. If the septic system fails no water permit may be issued until such time that it passes inspection. You can contact the Board of Health @ 330.270.2855.
This office recommends you hire only certified and insured plumbers to work on the water connection. To insure you receive a reasonable price for the work, the department recommends you contact more than one plumber/contractor for a price.
